Strategic Technology

Harnessing technology in new and better ways to improve the lives of workers and jobseekers requires that data be accurate, integrated, and assembled free of bias to drive more equitable outcomes and be converted into information that users find accessible, timely, relevant, and trustworthy.

  • Pair technology tools with other support systems as technology is not a panacea and alone will not address the complex sets of challenges workers and jobseekers face.

  • Organize data and produce tools that resonate with workers and jobseekers first, but also attend to other audiences such as funders, policymakers, and employers whose support will be important for sustainability.

  • Identify what workforce success looks like for particular user groups so data and tools can improve alignment of education and training programs with career outcomes.

  • Ensure tools are intuitive for workers and jobseekers as well as intermediaries and case managers/field staff who will use them to support their clients and constituents.

  • Set up processes to continuously evaluate and adjust tools, building on what works and revising what does not, to improve the tools and keep pace with changing technology. 

  • Ensure that tools are designed to work on multiple platforms informed by users’ access to technology and the internet.

  • Utilize the power of machine learning to provide insights about similarly situated jobseekers, but examine and correct embedded bias in data and their use to avoid tracking.

  • Ensure that data sharing agreements establish guidelines for data use, stewardship, and sharing and meet state and federal regulations. This requires dynamic data sharing agreements with strong governance agreements among agencies and with other state partners.

  • Prepare for contingencies to ensure that, if sensitive information is inappropriately or illegally accessed or shared, partners are ready to respond on all fronts.
